I was 2 weeks off this month and pretty busy elsewhere.
So only little progress happened for patches
and some numbers are off by 300 because I did not keep the tests fully clean.

I also rebuilt everything with a custom gcc+clang warning about time_t y2038 issues.

As a long-term item, I worked to improve the spec for SOURCE_DATE_EPOCH

Should be finished by December.

Some more nachbau testing happened for SLFO:1.3 aka SLE-16.1, part of Leap 16.1
That already got us 3 late fixes in for issues that had slipped through the basic tests in OBS.

It seems, I forgot to send the September round of updates, so the numbers are relative to the ones from August.
